BACKGROUND-PURPOSES

On November 26th 1981 in the 187th Senate’s meeting at the Democritus University of Thrace,“the Research Committee” was formed based on the Presidential Decree 432/1981 “On theformation of Special Accounts for fund utilization for the execution of research projects in Higher Education Institutions of the Country”. The action signalled the foundation of the Special Account for Research Funds at Democritus University of Thrace. The Special Account for Research Funds (S.A.R.F.) is formed and operates in all Higher Education Institutions (HEI) and is responsible for the research grants management and utilization of scientific research,education, training, technological development and innovation and for other related activities to fulfil its mission (Law No 4485/4-8-2017, Gov. Gazette 114, No. 50). The aim of SARF is research grants management and distribution that derive from different sources, as well from the resources of the Institution itself, and they destined for cost coverage of any kind, that are necessary to be covered for the execution of scientific, educational, training and developmental projects as well as for projects of continuing training, for seminars and conferences, for the provision of scientific, technological and artistic services, the undertaking of specialized and clinical studies, test performances, measurements, laboratory tests and analyses, the provision of opinion, the compilation of specifications for third parties, the planning and implementation of scientific, research, cultural and developmental programs and for other related services, allundertaken to the benefit of the institution.

ORGANIZATIONAL STRUCTURE AND OPERATION

S.A.R.F. administration and management is carried out by its bodies and acts independently from the way Higher Education Institutions are run and managed.
The administrative and management bodies of S.A.R.F. are the following:
  • The Research and Management Committee of S.A.R.F.

  • The President of the Research and Management Committee of S.A.R.F.

The Financial and Administrative Support Unit (FASU) of S.A.R.F. is the Unit responsible for the administrative support and financial management of S.A.R.F. The Head of the Unit presides over all the services of the Unit and also acts as the Head of Financial Services for S.A.R.F.

RESEARCH AND MANAGMENT COMMITTEE

The Research and Management Committee of S.A.R.F. is the body that makes decisions and acts independently from university’s administrative bodies. The Committee is formed in all Higher Education Institutions upon Rector’s decision and consists of representatives from all Departments while the Vice-Rector of Research is the President.

MEMBERSHIP OF THE RESEARCH AND MANAGEMENT (RMC) COMMITTEE OF THE SPECIAL ACCOUNT FOR RESEARCH FUNDS (SARF) OF DUTH, UPON RECTOR’S DECISION ( DECISION : DUTH/DEAN/23273/1835-21/12/2017)

The Financial and Administrative Support Unit of S.A.R.F is the competent authority for S.A.R.F Administrative Assistance and Economic Policy. The Head of FASU is the Director in the departments placed under his authority, while he also serves as Head of S.A.R.F. Department for Economics.

RESPONSIBILITIES

The FASU of S.A.R.F reflects and elaborates, in cooperation with its members or other persons, the guidelines specified by the Research and Management Committee or submits to the Research and Management Committee proposals for new policies.

MONITORING ACCOUNTING AND MANAGEMENT

The FASU is responsible for the control of S.A.R.F. accounting movements and audits and for the payment of projects costs upon request of each project Primary Investigator, to the extent that the cost is expressly provided by the approved budget of the project. Otherwise, Committee’s President or another body, designated by the Financing and Management Guide, shall approve such payment.

ENFORCEMENT OF JUDGMENTS

The FASU shall ensure the implementation of Research and Management Committee decisions.

SECRETARIAL TASKS

The FASU provides secretarial tasks to the Research and Management Committee and recommends questions of its competence.
